Planning Meeting for Issue #2 Drugs
Clark County Extension office September 17, 2009
Those in attendance:

There was a discussion about making information and Action Plans from this group available to the public. Janna Smith said she could post the information on the ASAP web site.
Each group reported on their progress:
Goal #1 Increase involvement in youth (Middle School and High School) extra-curricular activities-
Linda Long reported:
Linda is still gathering information for the Action Plan her group is developing to address youth extra-curricular activity issues and opportunities. She still needs activity information from private schools and churches. Very few have responded. She hopes to finalize the Plan by the next meeting.
She has identified several desires of local youth. They would like live music several times a month. At least 500 people attended the youth concert Pioneer Festival weekend. Another event is scheduled for October 25. They would also like a facility like Champs. Kids also really want downtown activities.
The key is for all churches to work together. Linda is trying to coordinate with local youth groups for a bus to transport youth to events.
Linda is also focusing on youth volunteer opportunities so the youth can give back to their community.
Linda will touch base with the communications group to address youth communications.
Goal #2 Increase focus on treatment and diversion programs
Ron Kibbey reported on their Action Plan updates:
Item #1: Contact and actively work with representatives from the local AA/NA chapters to build community awareness and strengthen the programs:
September is National Recovery Month. A proclamation was signed and the ceremony received media coverage.
A brochure was developed to identify resources for treatment, education, prevention and support.
An article appeared in the Winchester Sun interviewing ASAP coordinator Janna Smith.
Meetings are being submitted to the Winchester Sun for the calendar.
Item #2 Make the recommendations to the Board of Education that the results of the random drug tests administered in the middle and high schools be published quarterly on their web site and in the Winchester Sun:
Letter was sent to the Superintendent and School Board. The goal is to increase awareness in Clark County regarding positive and negative results.
Item #3 Develop a resource listing of all treatment options in our community. Utilize local web sites and print options. Include the list in student planners.
Brochure developed. See Item #1.
Item #4 Ask the Clark County ASAP Board to host a public meeting with our judges to identify ways in which the community can be more supportive of our local drug courts.
Setting the date within the next month
Item #5 Utilize volunteer speakers from various perspectives in existing community forums to promote awareness of treatment and prevention activities and options.
Identifying people who would be willing to volunteer. This was discussed at the September ASAP meeting.
Item #6 Encourage continued support for local prevention activities:
Ongoing though local ASAP Board. Janna Smith is the coordinator.
Goal #3 Increase awareness within the community
Anna Beth was going to provide update for minutes since the rest of the group was not able to attend the meeting.
Goal #4 Implement a Social Host Ordinance (City and County governments)
Rick Beach reported:
Although some feel existing laws are sufficient, the group is looking to expand existing laws to make it illegal to host underage drinking. The group feels that an ordinance must be a joint ordinance with teeth. The Mayor is on the agenda in October for the Legal Affairs Committee for the City.
Goal #5 - Establish measurable data to develop baselines to track progress
Janna Smith reported:
Emergency Room records are not electronic so hard to gather data. The system of records is improving.
ASAP has asked other programs they support to do pre and post tests. This will help determine programs from beginning of the school year to the end.
Kentucky Incentives for Prevention Program (KIPP) testing will be done next year when it is free. There would be a cost of $4,000 to do it this year since it is an off year.
There is a new program Kentucky KIDS now that provides KIDS count data.
The issue of other States not implementing the KASPER System was raised. ASAP will discuss a potential action item.
Next meeting November 19, 2009, at 3:00pm at City Hall.
